Compare only the active player may draw with the active player may draw. The second sentence permits the active player's action but does not, by itself, exclude everyone else. In Hindi, केवल सक्रिय खिलाड़ी पत्ता उठा सकता है retains the exclusive condition.

Test the summary with an inactive player asking to draw. The original sentence gives a clear refusal. If the shortened version no longer answers that case, it has lost a rule condition. Fluency should make the boundary easier to understand, not quietly remove it.
