A set groups cards by equal rank. A sequence groups cards by order within a suit. Asking whether an ace is high or low helps with some sequences, but it is not the first question for an ace set.
Under a three-card, distinct-suit set definition, A♣, A♦ and A♥ qualify: the ranks match and the suits differ. No card needs to come before or after another.
Adding 2♣ does not extend that set into a four-card set, because its rank differs. It also does not automatically turn the existing collection into a sequence. Identify the intended group type before applying the ace rule for a different type.
