To take a frozen discard pile in Classic Canasta, a player needs two natural cards in hand matching its top card. An existing table meld alone does not meet that requirement.

The top discard is a nine. Your team already has a nine meld, but your hand holds only one natural nine and a joker. That combination does not unlock this frozen pile. Two natural nines in hand would meet this particular requirement.
Check other requirements too, including an opening minimum if the team has not yet melded.
