Classic Canasta: One Natural Card Cannot Support Two Wild Cards
A normal meld in Classic Canasta needs at least two natural cards of the same rank. Reaching three cards is not sufficient by itself.

One queen, a two and a joker make three cards, but only one is a natural queen. This is not a legal queen meld. Two queens and one joker meet the natural-card requirement, subject to any opening-point requirement still due.
Count natural cards before counting the whole group. Wild cards can complete a valid structure; they cannot remove its minimum natural-card requirement.
