Not necessarily. In a rummy ruleset that permits natural use of a designated wild card, the important question is what the card is doing. A wild-rank card can occupy its own printed position; a substitute fills a position belonging to another card. Those are different uses.

Throughout this example, eights are wild, natural use of a wild-rank card is allowed in a pure sequence, and a natural set may contain three or four different suits. Keep those conditions together: changing one can change the answer.

Keep the wild rank fixed

Suppose all eights are wild for the exercise. Compare:

6♠ 7♠ 8♠ 6♠ 7♠ 8♦

In the first group, 8♠ supplies exactly its printed rank and suit. No missing identity has been borrowed. Under the stated natural-use convention, this can be a pure sequence.

In the second, 8♦ does not naturally follow 7♠ in a spade sequence. It works only by representing 8♠. That is substitution, so the group is impure under this convention. The fact that both disputed cards show the number eight does not make the two groups equivalent.

Now place the distinction inside thirteen cards

Consider this complete arrangement:

6♠ 7♠ 8♠ / 10♥ J♥ Q♥ / 4♣ 4♦ 4♥ / A♣ 2♣ 3♣ 4♠

The first two groups are natural sequences. The fours form a set. In the last group, 4♠ is not wild: the declared wild rank is eight. It cannot stand in for 4♣. Moreover, 4♣ is already being used in the set and cannot also complete that final sequence.

That rejects the displayed grouping, not every possible arrangement of those cards. Under this exercise's additional condition allowing a four-card natural set, move 4♠ into the set of fours and leave A♣–2♣–3♣ together. The original cards then have a valid alternative partition. A joker is not necessary to repair that particular hand.

As a separate substitution example, replace the final 4♠ with 8♥ while keeping the original group boundaries. The heart eight can represent 4♣ in the final club sequence. Its physical identity remains 8♥; it is not the actual 4♣ already assigned to the set. The resulting groups contain thirteen separate cards and satisfy this example's sequence requirements.

A printed joker is a different card

A printed Joker has no ordinary rank-and-suit position such as 8♠. It cannot be described as fitting that position naturally. If it fills a gap, it is a substitute. Do not confuse a picture of a printed Joker with an ordinary eight that has been designated wild.

The useful habit is to name both identities: the physical card and, where relevant, the card it represents. That exposes the difference between natural use, substitution and accidentally reusing one card twice. A single sentence saying “jokers are allowed” cannot settle all three questions.
