Gin Rummy: Refusing the Opening Card Is Not a Normal Turn

Anika declines the up-card and waits while the dealer considers it. She does not immediately draw from the stock as if the dealer's opportunity did not exist.
Resolve the opening offer before applying the ordinary draw-and-discard cycle. A refusal at this stage is a decision about one offered card, not an automatic complete turn.
