Gin Rummy: Two Opening Refusals Return Play to the Non-Dealer
When both players reject the first up-card, the non-dealer draws from the stock to begin ordinary play.

When both players reject the first up-card, the non-dealer draws from the stock to begin ordinary play.
The non-dealer refuses a queen; the dealer refuses it too. The queen remains the initial discard, while the non-dealer takes a stock card and then discards. The dealer does not receive the first stock draw merely for making the second refusal.
Keep the offer sequence and the subsequent turn order separate. Two refusals resolve the offer; they do not reverse the opening player's identity.
