Hearts: Looking at Incoming Cards Changes the Pass
Choose outgoing cards before looking at the incoming pass. Otherwise the selection uses information that should arrive later.

Ravi is about to pass three cards when his incoming cards are placed beside him. He must finish choosing his outgoing packet before inspecting them. Discovering a useful incoming ace is not a reason to reopen that choice.
Keep selection and receipt in that order. The issue is access to information, not whether everyone eventually holds thirteen cards.
