Hearts: Shooting the Moon Does Not Require Every Trick
Shooting the moon requires all twenty-six penalty points, not all thirteen tricks. Tricks without scoring cards may belong to other players.

Rohan captures Q♠ and every heart. Sara wins a trick containing only clubs, and another player wins a diamond-only trick. Those point-free tricks do not spoil Rohan's moon: every penalty card is still in his collection.
Audit the scoring cards rather than the number of tricks won. A player can lose several tricks while meeting the moon condition in full.
