Hearts: The Hold Hand Still Has Thirteen Cards
The common passing cycle includes a hand with no exchange. That changes the preparation, not the deal size.

After left, right and across passes, the next hand is held. Dev keeps all thirteen dealt cards. He does not remove three cards simply because the previous hands involved passing three.
Track the cycle by completed deals. A hold hand skips the exchange step while retaining the normal hand inventory and play rules.
