Hi Rummy: Nobody Said the Hand Needed a Set
A thirteen-card arrangement made entirely of natural sequences tests the difference between “at least two sequences” and “exactly two sequences”.

“Where is the set?” asks Pallavi. The Hi Rummy practice hand has four neat runs and no equal-rank group. Her question comes from a familiar teaching picture, not from the rule written beside the cards.
Read “at least” carefully
The exercise requires at least two sequences, one pure, and all thirteen cards in permitted sequences or sets. It does not require a set. The word “or” matters: permitted group types are options, not an instruction to include every type.

The cards are 2♣ 3♣ 4♣; 6♦ 7♦ 8♦; 9♥ 10♥ J♥; J♠ Q♠ K♠ A♠. The last group uses the high-ace convention explicitly allowed in this exercise.
All four groups are natural consecutive same-suit sequences. Their sizes are three, three, three and four. That accounts for thirteen cards and exceeds the minimum of two sequences while satisfying the pure-sequence condition.
The picture was only one example
Pallavi had memorised an illustration containing two sequences and two sets. The illustration was one valid arrangement, not an exhaustive definition of every valid arrangement. Copying its shapes too literally made an optional feature look compulsory.
Her friend asks her to locate a sentence requiring a set. There is none in their stated rule. This does not prove every rummy format uses identical conditions; it settles the exercise whose conditions are actually written down.

They compare “at least two” with “exactly two” on paper. Four satisfies the first phrase but not the second. No card calculation is needed to see that logical difference, yet it changes the judgement of the whole hand.
Pallavi does not rearrange the cards simply to imitate the remembered diagram. Breaking valid runs to manufacture a set could create new unfinished groups. A visual pattern from a lesson should not override the actual conditions being checked.
Compare by the stated rule
For a follow-up, keep the first three runs and replace the spades with four same-rank, different-suit cards in a separate valid inventory. Then compare the two arrangements by the rule, not by which resembles the original textbook picture more closely.
The Hi Rummy takeaway is permission to read beyond examples. Examples show possibilities; requirements define boundaries. When a hand looks unfamiliar, check those boundaries before declaring that a familiar-looking component must be missing.
