Suppose one pure run is ready and three groups of matching ranks look promising. That is still not enough for the two-run requirement. Completing another set cannot repair the missing second run.
When choosing between a card that extends a possible run and one that merely makes an extra set, first ask which legal requirement remains unfinished. A joker can help the second run if the first is already pure. Count the completed thirteen-card arrangement before declaring, not just the number of attractive groups.
