MQM BET: Meeting One Condition Does Not Make a Card Action Legal
An action may need several conditions at once.

Editorial note: This is a conditional card-rule teaching example, not a verified description of the named platform.
An action may need several conditions at once. Possessing a card, having the turn and being in the correct phase are different facts.
Read the connection between conditions
Suppose a teaching rule allows a play only when it is your turn and the selected card belongs to your current hand. Holding the card satisfies the second condition. It does not satisfy the first if another player is acting.
Changing “and” to “or” would create a different rule. Under that wording, either condition could be sufficient, which is not what the original instruction says. A shortened summary that drops one condition can therefore alter the allowed actions substantially.
Exceptions need their own scope
If a special clause permits an out-of-turn response, establish which response it permits. It need not allow an ordinary play, a draw or a declaration as well. An exception to timing does not automatically remove the requirement to possess the relevant card.
For an MQM BET rules explanation, evaluate each condition separately before giving the combined result. This reveals whether the problem concerns the actor, the card or the phase. “The button was available” is not a replacement for that analysis unless the actual rules explicitly define the button's availability as the relevant permission.
