The first player bids five; the next bids two. The second announcement is not rejected for being smaller. Both declarations contribute to their respective partnerships' targets.
Do not import an ascending-auction rule from another card game. The relevant checks are the permitted bid and whose turn it is to announce it, not whether the number rises.
