A Removed Card Is Not Necessarily a Discard

Start with the destination
Imagine a card exercise with three labelled areas: hands, an open discard pile and cards excluded from the current deal. A setup instruction moves one card into the excluded area. That card has left the playable supply, but it has not become the top discard.
The difference is functional. A particular rule might allow taking the top discard while forbidding access to excluded cards. In other games, a burn card is set aside as part of the dealing procedure. The rules determine its visibility and whether it ever returns; the word “outside” determines neither.
A simple review method
For each disputed card, write its previous area, the action that moved it and its new area. Then check the permissions attached to the new area. Do not infer permission from the fact that a face is visible in a screenshot. Public visibility and availability are different properties.
If a specific mode has no excluded-card area, there is no reason to introduce one. The practical lesson is to preserve the rulebook's distinction between discarded cards and cards deliberately removed from play.
Follow one card through three areas
Put Q♦ in the excluded area and 8♣ on top of the open pile. Under a top-discard-only collection rule, the available card is 8♣. Seeing Q♦ face up does not create a second choice. If a later instruction returns Q♦ to the stock, record that transfer first; its earlier exclusion and later availability belong to different moments.
