A compatibility message describes a condition for software to run. A permission request asks for access to data or a device capability. They can appear during the same session without one explaining or justifying the other.
Keep the categories separate
“Requires a newer Android version” and “requests access to contacts” are hypothetical messages about different subjects. The contact request does not establish that the operating system is too old. A compatibility message does not establish that contact access is necessary.
Attach the message to its context
Record where the wording appeared and which version it concerned, if those facts are available. A page discussing one release cannot automatically explain a notice from another. If the source is uncertain, preserve that uncertainty.
A declined permission and an unsupported device are different problems. Keep them separate when describing what happened, so an unrelated request for personal data is not mistaken for a device requirement.
Two notices should produce two observations
If an operating-system requirement and a contacts request appear separately, retain both as separate entries. Combining them into “contacts are needed to make the phone compatible” invents a causal link. The evidence may show that both messages appeared during one session without establishing that satisfying one changes the other. Keep the relationship unclaimed unless a reliable explanation supports it.
