Appearance needs a rule connection
An illustration identifies a design. A rule identifies a role. Some card games deliberately distinguish special cards, but that distinction must be stated. It cannot be inferred simply because two packs use different artwork.
In a teaching rummy hand, label the physical jokers J1 and J2 so their movements can be followed. If the selected rules give both the same substitution permissions, the labels do not rank one above the other. They merely prevent the same physical card from appearing in two groups at once.
Now consider a rulebook that explicitly assigns different functions to two marked jokers. The markings matter because the rule connects them to those functions, not because one picture looks more valuable. Keep that variant separate from the equal-role example.
A colour distinction changes the result only when the selected rule assigns that colour a different role. Under equal substitution permissions, changing the picture alone does not change the group.
Compare roles while holding the cards constant
Place 4♣, 5♣ and J1 in one proposed group, with J1 standing for 6♣. Exchange J1 for J2 under the equal-permission rule. The substitution remains the same even though the picture changes. If the judgement changes, identify an actual rule distinguishing the jokers; a different illustration is not enough to explain it.
